If this targeted a card of your choice it would be incredible, but having it target randomly leads to a lot of situations where it puts Replay on a card you only had to play once to win anyway, or on a card which you don't care much about playing at all in the fight you're in. Certainly it's a way to do some very broken things over the course of a longer fight, but not one of the better ones in my experience.
