Doom tends to be applied in large amounts, so the amount of Block you're getting per Doom applied from this card is quite low. Every now and then you're in a run where you're applying lots of small amounts of Doom repeatedly, either to enemies or sometimes yourself, and Shroud can make a lot of Block for you.
