In Slay the Spire 1, Scrawl was arguably the strongest Rare card on Watcher, who was almost unanimously considered the strongest character. Watcher doesn't seem to be in Slay the Spire 2, so it has been repurposed for the Colorless pool. Giving all characters access to puts a lot of potential power into the game.
Max handsize is 10, by the way.
The definitive BEST card draw card. Well worth paying 200 gold for in many situations.
