The main downside of Evil Eye is that Ironclad decks can fairly easily be so strong that they don't need a good Block card. This is a good Block card, and it's likely that you'll want to be exhausting cards often enough for it to be blocking for 16 for 1 at minimum, but Ironclad decks can easily be so strong that that isn't even enough.
