The two modes for this card that I consider are:
1) A slow tutor in a deck which is "fair" and shuffles every few turns.
2) A completely broken enabler in a deck which shuffles multiple times per turn and has some cards which help it gain more energy and draw cards to shuffle again.
Seek effects are very powerful and a reusable one is extremely powerful. Potentially enables infinite combos. Seems more useful as the deck gets smaller but reaches an inflection point as extremely small decks will not need this effect.
