Storm of Steel is a bit of a meme card. There are Common and Uncommon Shiv generating cards which make more Shivs than this without requiring you to discard your hand. It can become appealing if discarding your hand becomes an upside somehow. The main ways that might happen are Sly synergy cards and the Tough Bandages relic.
