If you want this effect, it's probably pretty obvious already that you want it. You might want to exhaust cards so you can reach some powerful combo you draw every turn, or might need defense against a particularly bad Curse or Status fight. Most of the time a deck doesn't want it particularly much, and even if you do it's not necessarily worth having to draw the card, or paying Gold for it to get it to begin with.
