Finesse is quite good on its own, but its Strength mainly comes from interactions with other relics or strategies you have. The flipside is that some enemies might punish you for playing lots of low-impact cards, but in the game's current iteration I haven't felt that many of those enemies exist. Remember that you don't HAVE to play it. check your draw pile to see if drawing a card might be bad for you, first.
