Prepared is net-neutral on cards drawn; it costs a card to draw it, and only draws one additional card itself. However, it's still worth taking because of cards and relics which benefit from you playing a card (like Letter Opener or Afterimage) and because of Sly synergy cards (like Reflex and Tactician). In decks with resources which synergize with it, Prepared is often a heavy priority pick, even over some good Rares, and can be well-worth upgrading.
