It'll be unusual but not impossible for you to want to play this for 3 energy. Usually, it'll be a card which can draw you through your deck if you have the appropriate Discard enablers like Dagger Throw in your deck.
I like the design shift around these cards in Spire 2 allowing you to hard cast them if necessary. Having access to discard effects seems more valuable in Spire 2 with the Sly keyword.
