Lives or dies by whether it can be paired with a good enough Skill to play three times, and whether you can generate 6 Stars to play it to begin with. Often worth having as a high-output option if you can make it work.
Card multiplication is very strong, but this only works on Skill cards and costs a lot of stars. Use on Hidden Cache or Royal Gamble for massive star generation or even target another Decisions for a chain effect!
