Area Effect Weak is quite valuable to have, and I'd focus more on that part of this card than the damage part. The damage is fine and will matter in some of the easier fights, but don't underestimate that this is also likely blocking for 8+ by weakening enemies, and remember that Weak scales into lategame: the more the enemies are attacking you for, the more value it generates for you.
