The challenge with a card like Anticipate is being able to know that you'll have enough cards that benefit from Dexterity in your hand for it to have value. Without any guarantee that you'll be able to pair it with block cards, it isn't an incredible option, but later in the game it might be enough to get a run lacking scaling over the finish line against the Boss fights.
