It's fine to take a White Noise any time your deck could use a little more scaling for longer fights, but don't expect it to be a great card unless you have some other Cards or Relics which make Powers particularly good for you.
Always has a chance to bail you out by generating a great power. Especially good if you're spamming powers with Subroutine or Storm.
