Great synergy with repetitive Poison applicators, like Noxious Fumes or Envenom. Outbreak can help you win some of the peskier multi-enemy fights in the game, and is a nice way to make Bouncing Flask a little more useful in a fight like that. Keep in mind that Noxious Fumes applies Poison three times per turn in a fight with three enemies in it.
