Demon Form is a ~power~ful way to scale your deck up over the course of a fight, but I wouldn't say it's the strongest option in Ironclad's card pool by any stretch of the imagination. Something like scaling up a Thrash gets you extra damage much more quickly than this does.
For people coming from Slay the Spire 1: keep in mind that Reaper isn't in Slay the Spire 2. A lot of the Strength of Demon Form used to be that you could full-heal with a card like that at the end of your fights, but that doesn't exist anymore.
