Armaments has two main modes to consider: 1) It can be used unupgraded to upgrade the best card in your hand, just giving you a little bit of extra output for the turn. You can think about it like a Defend+ or an Iron Wave almost, when it's being used like this. 2) You can upgrade it and pair it with card draw to upgrade massive swathes of your deck at once. If you pair it with cards which generate energy, or which discount their cost when upgraded, this can give you massive increases in output immediately, and can then continue to be relevant later on in longer fights. The main argument for taking it when it fulfills role number 1 for you is the chance that it might improve to fitting into role 2 later in the game.

This card gets better if you can have more cards in your hand at once. At base value, you can think of as 5 block + 3 block or 3 damage in short fights, but a better use is in giving continual value for longer fights where you redraw the deck.
