Wording definitely implies this will be a power. Drawing an extra card per turn is a useful way to scale, but there's an interesting tension here because often Attacks are most useful in fights which don't require much scaling.
Returning cards from the discard pile can be very strong if you control the attack pool by using exhaust. Could be great with Searing Blow if that card returns. 10/10 visual meme reference.
