Tricky event, you'll need a good grasp of how quickly your deck can deal damage to make the right choice. Some factors that might swing you one way or another: Remember that there's little downside to losing the fight. LETHAL HUMILIATION doesn't actually deal you damage in the run you're in. If you already have a full potion belt it might make sense to try for two random upgrades, since you'd be unlikely to make much use of the extra potion anyway. Dealing 300 damage in 3 turns is quite difficult for all but the fastest decks. Keep in mind that two random upgrades isn't much weaker than a random relic, so don't feel bad about choosing the more conservative option if you're not confident your deck can output this much damage.
