You want your deck to be better than a deck that needs to take Thunderclap. It is possible that your deck isn't better than a deck that needs to take Thunderclap, though.
Possibly better than its incarnation in the first game thanks to other cards that scale off of vulnerable. Still underwhelming on its own.
