Reboot has obvious upside: draw a bunch of extra cards.
Be aware of its downside: reshuffling your deck might make it harder to find your best Powers, or might fill your new draw pile with Statuses earlier than necessary.
That said, it's still usually worth taking this card.
Reshuffling all your cards is sometimes a downside since you may get a worse draw order than before. Upgrading for +2 cards drawn makes this a lot better.
