In Slay the Spire 1, Ironclad's damage scaling was often centered around Strength. Cruelty suggests that damage scaling in Slay the Spire 2 might care a bit more about Vulnerable, creating a slightly different identity for the character.

Kind of like having Paper Phrog from the first game, except you can stack multiple copies! This can be used to further multiply the value of Clad's large attacks, regardless of whether those attacks use Strength or not. This is a damage multiplier.
