Applying Vulnerable is great, but Ironclad has much better ways to achieve that. Bash is sometimes worth upgrading in Act 1, but by the time you're offered something like Tremble you often stop caring about playing it in most fights.
A usable source of Vulnerable that gets outclassed if you find other debuff sources. Worth an Act I upgrade if you don't get any more Vulnerable.
