The Strength of Strategem is tied heavily to how often you shuffle your Draw Pile. I haven't found that many of my decks shuffle their Draw Pile very often, and for the ones do I ironically already have tons of Card Draw so I don't really need a Stratagem for much reason. Look out for occasional situations where you have a very precise reason to want this card, like a deck which shuffles consistently on turn 5 and has a huge Block card vs. an enemy that attacks huge on turn 5.
