It's unusual to build a Defect deck which wants to take tons of powers, and the ones worth taking are usually worth paying their Energy cost for anyway. Subroutine fits into some runs with (very specifically) Game Piece, which makes Powers draw a card when played, but it's unusual for me to want it anywhere else.
