Regent's best Common card draw which doesn't require Stars, so Spoils will pull some weight in high-energy runs sometimes, but not a good card in Act 1 by default.
Draw 2 is quite valuable for Regent if you have any kind of energy surplus. The Forge amount isn't high so try not to think of this as primarily a damage card.
