Because Max Handsize is 10 and a lot of runs only get 3 Energy per turn, Scrawl ends up in an awkward spot. Its effect is undeniably extremely powerful, but it's challenging to find a deck which can take good advantage of it, and even decks which can are often able to take advantage of Class Uncommons like Acrobatics of Skim just as well without having to pay 200 Gold for a Rare Colorless card. Putting Retain on it can be a good way to get output: defends against poor hands in lategame.
