Some relics in the game make it very easy to get 3 cards into your Exhaust pile straight away. Ironclad also has a lot of cards like Offering or Stoke which turn this on immediately. The pay-off is well worth it.
Area damage is generally desired at the start of a fight, when the condition of this card may not yet be met. This is a card that performs well if re-drawn repeatedly, similar to Blood For Blood.
