The issue with Scrape is that even decks which care heavily about 0-Cost cards have some very important 1+ Cost cards they need to draw and play. It can fit into a deck with multiple 0-Costs and do okay, but even in the perfect situation for it it's still overshadowed by other options.
If you have multiple 0-cost cards in your deck this can be a great way to find them quickly. Not great without several potential targets. You can also use this with Hologram to fetch discarded cards that you want to play.
