Anything that says "double" on it in a game like Slay the Spire 2 is worth paying a lot of attention to. Decks which are dealing good attack damage already, perhaps with some Strength and some Shivs or something like that, will get a massive boost out of putting Tracking into play, and it isn't that hard for Silent to maintain Weak on an enemy. On the other hand, a deck which relies on Poison doesn't get much from a card like this at all.
