Tempest is a relevant payoff for some Energy-generation strategies Defect has available. It's possible sometimes to set things up so you're playing Double Energy multiple times, or storing Energy with Ice Cream. In runs like that, Tempest can provide enough damage for lategame. Most of the time I wouldn't recommend taking it, though.
