Can be okay damage scaling for longer fights in Act 1 or 2, but doesn't really scale with much in a way to make it exciting in Act 3. Every now and then there will be a weird Storm or Voltaic run which likes it, but it's very much the Storm or Voltaic which is the relevant card in such a situation; Thunder is just along for the ride.
