VERY slow scaling, can be an okay option for a Boss fight, but honestly it's a little slow even for those. You usually need strong Power Synergies for this to be an appealing card, and even then it isn't all that good.
This card can win any fight.... eventually. Across enough turns, random powers will slowly but surely increase your output until you overwhelm the boss. Wants energy-generating support like TURBO or Subroutine and also appreciates having a good block engine.
